Way way back in 2005, I met with a fellow Chicago Booth (GSB at the time alum). He was from Russia. He wanted a professor to be on his advisory board. They were setting up an exchange for stock trading in Russia. Obviously, a UChicago prof would add a lot of credibility to what they were trying to do. I listened to the pitch. I had one question; what are you doing to secure and guarantee clearing and settlement? What are the rules around clearing and settlement? The Russian said, "We aren't ready for that yet." That's a huge reason why the Russian financial system is not ready for prime time and says a lot about the inner workings of Russia.
